Germany

Germany, the country that brought forward the "Energiewende" (Energy Transition) concept as a way to promote climate action commitment internationally and export its technologies in the energy and industrial sectors, is also considered one of the world leaders in the development of the hydrogen economy.

To accelerate the deployment of green hydrogen in Germany, Germany published its National Hydrogen Strategy in 2020. Green hydrogen is a crucial part of Germany's goals to reduce greenhouse gas emissions by 65% by 2030, at least 88% by 2040, and reach climate neutrality by 2045. Further, on ist 2023 update, the German NHS has set the target of 10 GW of domestic electrolyzer capacity by 2030 with a demand expctation of 95 to 130 TWh by the same year. Since Germany lacks sufficient surface and renewable hydrogen resources and has a large industrial sector, its domestic hydrogen production will not be enough to meet the expected demand. This will make the country a major hydrogen importer in the future. In contrast to other leading countries, like China, Japan or the US who also explicitly provide support for blue hydrogen, Germany focuses policy support exclusively on the promotion of green hydrogen. While it does not rule out imports of other forms of so-called “carbon-free” hydrogen, it aims to meet its hydrogen demand with green hydrogen.

Based on our research on the German hydrogen policy landscape, we found over 220 policy instruments on hydrogen, whose distribution is outlined in the country dashboard. Our analysis of the currently implemented interventions revealed that Germany is placing a greater emphasis on developing and implementing measures to promote hydrogen usage, and the most prominent types of policy interventions are geared towards promoting research and development, which is in line with the first stage of the country's hydrogen economy development.
