Being a country with high potential for solar and wind energy production Spain wants to use this potential for hydrogen production. Spain aims to become a key player in the green hydrogen economy.
In 2020 Spain published its National Hydrogen Roadmap (Hoja de Ruta de Hidrogeno) which is part of the general recovery and resilience plan. The goal stated in the roadmap was to produce 400-600 MW of green hydrogen by 2024 and 4 GW of hydrogen by 2030. In 2023, hydrogen production goals were expanded to target 11 GW by 2030 (National Plan for Energy and Climate draft June 2023). To meet its overall climate goals, Spain focuses primarily on green hydrogen. These overall goals include the reduction of total emissions by 32% by 2030 compared to 1990 and a percentage of 81% of renewable energy in electricity generation by 2030 (also the new goals of the National Plan for Energy and Climate draft from June 2023 are more ambitious than the previous ones).
During our research into the Spanish hydrogen policy landscape, we found over 57 policy interventions on hydrogen. The country dashboard outlines distribution and details. The analysis shows that the Spanish hydrogen strategy is export-oriented with a high focus on research and development and hydrogen production. Hydrogen usage is focused on the mobility and industry sectors. Especially the export potential using the geographical closeness to other European countries that will have a high demand for hydrogen like Germany or the Netherlands Spain'sa key part of Spain's strategy.
